There is a real issue here that should not be glossed over. Some types of internet traffic - e.g. VoIP - require far higher QoS caharcteristics than others. Should VoIP be given precedence over other traffic to maintain the required QoS? Should massive downloads be allowed to compete for bandwidth on an equal basis to interactive browsing? If there is no differentiation of usage there is a danger that some usage types would dominate internet capacity and availability. Ultimately, the question is how do we define, technically, what we mean by neutrality?
