Please don't assume that "legal" downloading implies payment. As is true with music and other works, it is quite legal to download public domain and open-licensed video works (e.g., movies) without paying a dime. Corporate entertainment interests will couch all discussion about movies in terms of their copyright holdings, but that doesn't mean we have to play along.
