This is such a bad idea in so many ways. Internet congestion is already a fact of life that Lycos are going to add to. The whole idea behind broadband is that idle bandwidth is available to other users, hence the contention ratio. Using this for DDoS on spammers sites will just slow everything more than the spam itself does. Also, most spamming businesses use free webspace that they don't pay for. They'll simply change location more often.
