I've just spent 9 weeks going through the French Canals from Le Havre to the Med.
Almost every town we went, through a company called Neuf had a WiFi network active. It really is a very comprehensive network.
The amazing thing is that there is no way for a traveller to connect to it. It's not open and they won't take money. The only way to get access is to buy a fixed Broadband service from them (impossible on a boat) and difficult for anyone who doesn't live in France.
With short-sighted attitudes like that, I'm not surprised that Cellular technology is set to outstrip WiFi
