"Theoretical maximum" is the right phrase.
My Web'n'walk connects (it says) at 3.6Mbs, but the app supplied with it shows that I often get rates less than (56kbs) dial-up used to give me... and that's with 5-bars of signal.
So where has the bandwidth goen?
