Given that the underlying network costs are minimal, it is only call set-up and mediation between operators (for charging) that differentiate in-country from roaming calls. In this age of a global network infrastructure, and fully autmated billing systems, this can only truly justify a surcharge of a few pence *per call*. The exorbitant charges we experience for roaming are just a way of subsidising in-country calls.
