Ther must be liberty issues with this idea also. GPS at present is a one way dialougue between the reciver and the satellite. Mobile phones are full duplex radio transmitters so the handset is talking to the base station as well as the base station talking to the handset. Therfore tracking of individuals positions etc should theortically be possible which will raise all sorts of human rights issues.
