The cost to provide the fiber, copper or wireless access to the net is nearly constant. Carriers are going after more revenue in an already revenue rich market and still asking for free spectrum. Fair pricing for access sounds good. What it usually ends up as is predatory pricing for minimal access and poor service and support. The carriers need to do more in all areas before any of us will pay more for already mediocre service.
