The learning curve is doubtless a significant factor here. Not merely the direct cost of training which is easily identifiable but also the opportunity costs of getting up to speed sooner & of lower user error margins, featureless interface/connectivity etc.

Doubtless the the ultra sophisticated US Government & Consultants properly took these into consideration when taking the decision along with the BSD and/or general reliability of WM5 & the hardware.

Not an easy decision though!
