Orange's stance wouldn't have anything to do with the fact that most of their mobile packages are paid for 'up-front' as bundles, would it?
Therefore if their users 'switches off' and don't use the phone the likelyhood is, they won't use their 'paid for' minutes, thus saving Orange money and reducing its network traffic.
