I have an ADSL service on an exchange with at least 500 other users. I can't remember a time when I've got less than the full bandwidth advertised.
Perhaps you've been very unlucky and have been using a 50:1 contention on an exchange that is only supplied with a 512k line, and all 50 users are constantly saturating their connection.
Certainly I've never seen my connection dip to that of a modem, and I've never resorted to breaking in to other peoples wireless lans to satisfy a thirst for bandwidth!
