Orange, Sonera and Telefonica have formed a joint venture to compete in the auction for Germany's third generation (3G) UMTS mobile licences.
Orange and Sonera will each have a 30 per cent share in the consortium, called Group 3G, with Telefonica holding a 40 per cent share.
The auction will start at the end of July and is expected to raise around DM100bn (£29bn) for the German government.
The UK's 3G auction, which concluded last week, raised £22.5bn.
