The military uses full bandwidth video of people for high level teleconferences. Commanders apparently think it worth the expense (and they are aware of expenses) to see how a colleague or subordinate reacts to the discussion. Amazing considering that until the last 20 years, exchanges of worldshaking consequence were in the form of scribbled notes, radio conversations, and brief telegraphic messages.
