Fibre as far as street cabinets would make a big difference to most people, and would be a good staging post for FTTP (Fibre to the Pavement). It would provide a huge boost in speed in both rural and urban environments and each single fibre upgrade would serve many homes. The last "few hundred metres" could still be copper, for now.
