My organisation dealt with this issue and notably the point about requiring secure routers at point of entry.
All remote working is supported by a business case, the employee is provided with a laptop with appropriate security settings, encryption tools etc and, most notably, an approved secure router/router-modem configured for use on the employee's broadband connection, use of which is a mandatory requirement for eligibility for home working. Its highly effective, costs the employee nothing and ensures consistency of configuration.
